In plain words

After a person has died, their next of kin, for their own lawful and proper interests, can ask a platform to let them view, copy, correct or delete the deceased's personal information. If the platform refuses, it has to give its reasons. You can also sue in court. There is one exception: if the person made other arrangements while alive, such as naming an account heir or leaving a clear wish, those arrangements are followed.

It is general information, not legal advice; for your own case, talk to a lawyer. Content may be out of date and rules differ by place. When you actually deal with an agency, a doctor or a court, follow what local officials, doctors and lawyers tell you. Disclaimer
