In plain words

If you can't raise the child, there is a way out, but only one lawful way: go to the civil affairs department (民政部门) to register an adoption, and the adoption relationship takes effect only from the day of registration. Privately giving a child to someone, especially for money, can turn from "placing for adoption" into the crime of trafficking children (拐卖儿童罪), which starts at 5 years or more. Abandoning a child or refusing to support one, in egregious cases, is the crime of abandonment (遗弃罪), with up to 5 years.
