In plain words

Taking an exam in someone else's place, or hiring someone to take it for you, is a crime that can bring criminal detention (拘役) and a fine, and a person who became a civil servant through a substitute is dismissed from public office. Organizing cheating or selling answers brings up to 7 years at the heaviest. Driving tests count too: a driving school owner who organized students to cheat was sentenced. Where it falls short of a crime, the score is voided, and you may also be barred from sitting exams, or from retaking the exam for one year.
