Keep your dog on a leash: if something happens to an unleashed dog, liability is no-fault (you pay whether or not you were at fault), all the way. Dogs also need rabies vaccines on schedule and dog registration

In plain words

When a dog hurts someone, you generally have to pay whether or not you were at fault, and you can pay less only if you prove the other person acted intentionally or with gross negligence. For an unleashed dog, only "the other person acted intentionally" can reduce your liability, and in more serious cases you may also be detained (拘留). If a dog has not had the rabies vaccine as required, the owner will be ordered to correct it and may be fined. If a banned fierce breed hurts someone, there is no excuse that reduces liability.
